Understanding CSE

What is Child Sexual Exploitation?

Child Sexual Exploitation (CSE) is a form of child sexual abuse in which a child or young person is manipulated, coerced, or forced into sexual activity in exchange for something they need or want — such as gifts, money, affection, status, or protection.

CSE can occur in person or online. It often involves a process of grooming — where a perpetrator builds trust with a child (and sometimes their family) before the exploitation begins. This makes it particularly difficult to identify, and children are frequently unaware that they are being exploited.

CSE affects children of all backgrounds, genders, and ages. It is not limited to any particular community or culture — and it is present in the Gulf region, including within international school communities.

Organisations working with children have a duty to be able to recognise the signs of CSE, respond appropriately, and refer concerns through the correct channels. This requires specialist knowledge — and that is exactly what Gulf Safeguarding provides.

Possible Indicators of CSE

No single indicator confirms CSE — but a pattern of the following signs should prompt a safeguarding conversation with your DSL or a specialist.

  • Unexplained gifts, money, or new possessions
  • Going missing from home or school for periods of time
  • Associating with older individuals or unknown adults
  • Becoming secretive about online activity or phone use
  • Sudden changes in behaviour, mood, or school performance
  • Signs of physical abuse, self-harm, or substance misuse
  • Inappropriate sexual knowledge or behaviour for their age
  • Withdrawing from family, friends, and usual activities
