About Gulf Safeguarding

We are a specialist child protection consultancy founded to raise safeguarding standards across schools and organisations in the Gulf region — combining international expertise with deep regional understanding.

Our Story

Founded on a conviction that every child deserves better.

Gulf Safeguarding was founded by Dr. Katherine Fitzpatrick — a Social Work England accredited Senior Social Worker and School Counsellor with a career built on the frontline of child protection in the UK and the Gulf region.

Katherine's professional journey spans local authority child protection teams across Essex, Staffordshire, Hertfordshire, and Buckinghamshire, where she led complex cases, contributed to large-scale police CSE investigations, and produced court-level assessments and care plans. Her doctoral research at Manchester University examined whether social workers are adequately equipped to handle Child Sexual Exploitation — a question that continues to drive her work today.

Now based in Qatar, Katherine established the Social, Emotional and Mental Health (SEMH) department at Qatar International School, delivering therapeutic interventions, staff training, and whole-school wellbeing programmes. Gulf Safeguarding was created to bring that same depth of expertise to schools and organisations across the wider Gulf region.

About Safeguarding
Modern safeguarding practice emerged from child protection legislation in the late 20th century.

It evolved into a broader framework for protecting children and adults from abuse, exploitation, and harm — encompassing not just statutory intervention, but culture, training, policy, and the everyday vigilance of every professional who works with vulnerable people.

Safeguarding has developed rapidly in Qatar over the last 25 years. Following Qatar's ratification of the UN Convention on the Rights of the Child in 1995, national child protection services, family support centres, and safeguarding frameworks have continued to evolve in line with international best practice.

Dr. Katherine Fitzpatrick is a Social Work England (SWE) accredited Senior Social Worker and School Counsellor with extensive experience across child protection, child sexual exploitation (CSE), and therapeutic intervention. Currently based in Qatar, Katherine has worked across UK local authorities — including Essex, Staffordshire, Hertfordshire, and Buckinghamshire — leading frontline child protection teams, contributing to large-scale CSE police investigations, and delivering court-level assessments. Her doctoral research examined whether social workers are appropriately equipped to deal with Child Sexual Exploitation, making her one of the most qualified practitioners in this specialist field. At Qatar International School she established and leads the Social, Emotional and Mental Health (SEMH) department across both primary and secondary phases.
